Former Sandy Bottom Gulf Facility

Soil and groundwater were impacted by petroleum contaminants due to a subsurface release from a gasoline underground storage tank (UST) system in 1988. Light non-aqueous phase liquid (LNAPL) was present in the groundwater. Site characterization and remedial activities were completed by six (6) different environmental consulting firms from 1988 through 2018. Upon reviewing the 30+ year project file, a scope of work was prepared to obtain liability relief from the Pennsylvania Department of Environmental Protection (DEP).

The scope of work included installation of soil borings and monitoring wells, collection of soil and groundwater samples, preparation of a Site Characterization Report, Remedial Action Plan, and Remedial Action Completion Report. The attainment of the residential, used aquifer, Statewide health standard was demonstrated in soil and groundwater. Liability relief was granted by the DEP in less than 20 months.
